Can an external user send a request via email to my project without me inviting him to the project?

Question

Actually, external users (clients) through different domains cannot create request through email on my project even though my project is public and open.

Should I create the external users manually one by one on the "Client" tab before they can create request through email or is there other solutions?

Yes, I did those settings also :-(

But the question is, "Can they send request via email even though I haven't created them in my project on the client side?" or it's mandatory to create them first?
