There is no official incident listed on https://status.atlassian.com/, but we're also facing issues with Jira/JSM and have reported them to Atlassian. As usual, if you run into issues with the services, let Atlassian Support know. 👍🏽 This is more effective than asking for help in the Atlassian Community

Yes, I work in Spain and my colleagues have the same problem.
We have a Customer Service in Colombia and they reported the same.

If it is global then I am afraid as only Atlassian Support could be able to help.
Atlassian is listing an active incident now. So let's hope they will fix or at least improve the situation soon.
