Suddenly, I can't login with this message "You don’t have permission to access this content". I am the admin.
@jongseok70 Are you a Jira admin or Project Admin? There might be an issue level security. Are you not able to see any issues or specific issue?

Admin rights does not mean "can do anything".
To see an issue, you have to have the project permission to browse the project, and meet the security level requirements if there is a security scheme in the project. As an admin, you can change these settings.
It's the same principle in all Atlassian applications.
