In the server version, you could do it from the automations section.

This automation feature is the legacy one. Now you need to use the Automation for Jira that is included in your cloud edition.
You can simply go in Project Settings > Automation and create an new rule.The trigger to use is SLA threshold breached and there you have the option "will brech in the next" ... and you can add the time you want to get an alert before it actually breaches.
Add another component to send a notification by email or slack or else...

Well, I don't think you can. Either you have it straight away when you migrate or you won't because you are already in the new version. At one point, this will be replaced by automation. So I would straight away move to automation for Jira.
