Where is it possible to add permission for a user to be able to create new releases?
The user is not the project's leader nor Jira Admin.

At present, a user would need the permission "Administer Projects" to create new versions. There's no separate permission for this.
There is a feature request though you can vote for - check out: JRACLOUD-34015
