If we want to link tickets in the system, we always have to scroll down to select the value "relates to". Is there a way to set this relationship by default for the linking function?

The link types are sorted based on alphanumeric order, so if you want to see relates to on top number it as 1 & that would appear on top or as default link type, like in the image below. Outward / Inward description can be anything just rank the link name by number or just the one which you want to see on top as 1 Relates & it should do the job for you.
