I'm going to share with you 2 options:
1. Go to Space settings > Manage content > Restricted then you can click on the padlock icon of the desired page to remove restriction:
2. My team at Ricksoft has developed a free app called Pages Manager for Confluence. This app lets you bulk manage pages, you can simply copy/paste restriction like a spreadhseet I hope this helps!
