Setting up automation in "Telegram" and "E-mail"

Greetings to the entire "Atlassian" community!
Can someone explain to me step by step how to implement the plan described in the following scheme?

I'm using "JIRA Software".
Perhaps, the platform has been chosen incorrectly?
I go to “Project Settings” -> “Automation” - and there I don’t see fields to fill in with the information that I need according to the stated plan.
The interfaces in the two cases are different.
I need expert advice and help.

You already know where to be in Jira.

Project Settings” -> “Automation” -> choose "Create Rule"

follow the above image to create the rule.

How to create, for example, "Name" setting, which would automatically put up a specific name?
Should a specific name be specified in the "Description"?
Or where?
