Applications doesn't exist under Administration.I'm wondering if you have to write an app now and give that app OAuth permissions to get data out of JIRA?
So, the answer is yes, you have to make an app over in https://developer.atlassian.com/console/myapps/The app type needs to be OAuth 2.0 Integration.Until you add a callback URL in the authorization tab you will not be given a client id or client secret (in the settings tab), which threw me off and got me looking at the wrong docs.
