For team-managed software project, it seems that only administrator role is allowed to add watchers. Is there a global setting somewhere to change that to allow project members as well to be able to add other watchers

The built in Member role in a Team Managed project does not have permission to modify watchers, and you are not allowed to change the permissions for that built-in role.
You can create a new role based on the Member role and give that permission to the new role. You would then need to give that new role to the project users who should have that permission.
