Jiraでは現在「企業管理対象プロジェクト」と「チーム管理対象プロジェクト」の2種類のプロジェクトタイプを提供しており、ご利用のプロジェクトがこのどちらに該当するかは、プロジェクトを開いた際に左側のメニューバーで確認していただけます。
課題タイプスキームの割り当て先が表示されないとのことで、現在ご利用のJiraインスタンス内のプロジェクトがチーム管理対象のみであり、企業管理対象プロジェクトがまだ作成されていないような可能性は考えられますでしょうか。

確認しましたところ、仰るとおりチーム管理対象プロジェクトとなっています。
追加で質問ですが、企業管理対象プロジェクトを作成した場合に、現在ある既存のチーム管理対象プロジェクトの内容は影響を受けますか。
