Is it possible to load a template within an issue for a company-managed project?
Or if you create an issue that the template becomes visible immediately.So that, for example, the Description field is already pre-formatted with standard text.

There is no such native solution available on cloud. You have to use the app. I can recommend to try our Issue Templates Agent for Jira which works exactly how you described: the user opens a Create issue dialog and fields defined in template are automatically filled (if you set a template as default for this issue type). You can also create a set of templates for the same issue type and user can select the one from the Template custom field.
