Can someone please explain how to transfer files, folder or doc from Jira to Confluence?.

You can either use links to link to the attachment, or you can download and then reupload it in Confluence.

I am with @Kian Stack Mumo Systems . I am hoping that Jira and Confluence are linked each other. You can just insert a link of the attachments from your Jira issues.
