I have the same permissions as my Engineering Manager but why not the same functionality?

I'm a Product Manager for a tech company with the following roles, yet somehow I cannot move the status of a story as my Engineering Manger:

 

- Administrator

- Developer

- Product Manager

- Product Support

- QA

- Scrum Master

 

I have the exact same roles as my Engineering Manager but I cannot move a story from the "DEV COMPLETE" status to "APPROVE TO MERGE" in order to move it to "IN QA".

I would take a look at the workflow, it could be that you have a condition on the transition from "DEV COMPLETE" to "APPROVE TO MERGE" that is preventing you from doing that transition.
