Please will you tell me how I can modify the filters on someone else's board.
The script runner plugin has a facility for becoming someone else... admin -> built-in scripts -> impersonate another user.
Also have a look at jirasu plugin.
I think we need a little more information, but if I understand correctly you can change the dashboard owner with administration permissions and then as the owner change it.
Or, you can ask this user to share his filters so you can change them, or with administration permissions change the filter owner.
