Automating Creating a New User

Question

I am asked to automate the process of the following image

I have had an admin account for my group.

Are there any APIs I can use for this?

I am currently trying to use the following API

However, this API only asks for the email address, which differs a little bit from the creating new user page in the first image. The first image requires a full name and username beside the email address.

Is there any other API better fit for the job?
