the priority doesn’t seem to be working on the request. Urgency as critical cannot be a Low priority.

Can you explain what is not working about your priority? Are you referring to the order of the options? If yes, priorities can be sorted in the global configuration. If your order seems messed up, that is the first place I'd check.
