Not receiving notifications from a specific user

Question

I receive notifications from all users except for one.  No one else receives notifications from this user either.  These are all from jira software issues

In a ticket, if Bob at-mentions me, I do not receive a notification

In a ticket, if I am watching the ticket and Bob adds a comment, I do not receive a notification

In a ticket and Bob is the assignee and Jane is the reporter, and I, Bill, and Mike are watching the ticket, and Bob adds a comment, Jane, I, Bill, and Mike do not receive a notification.

(Be as realistic as you can, and anonymize anything sensitive.)

For example:

* In a ticket, if Ashley at-mentions me in the Comments, I do not receive an email.
* In a ticket, if Bob at-mentions me in the Comments, I do receive a notification email.
