Can't add people to the team

Question

I have a free plan and Jira claims it can be used with a team of up to 10 people.

I click settings -> user management -> invite users and get a notification that I can't add a person and I need to upgrade the plan

Support does not answer the question and says to ask Community

Thanks for clarifying @Brant Schroeder I certainly agree that the message should be better. And we had a JAC open for it- https://jira.atlassian.com/browse/ID-7714 which is now closed and cloned by https://jira.atlassian.com/browse/ID-8062.

I can't agree more that many users complain about the same message(which is indeed confusing) and we internally are aware of this and tracking using some internal tickets.
