Is there a way to take backup of an existing dashboard? I have downloaded/exported a support file as a Text File. I have also downloaded/exported a Rich Filters support file. The question is, how can I import a version of that downloaded file back into Jira to create a new Dashboard? 

In other words, is it possible to go to a previous of Jira Dashboard if you have made changes to the JQL filters and Rich Filters? Does Jira Dashboard, Filters and Rich Filters have version control?

Short answer: no there is no provision for version control for Dashboards or JQL filters. 

If I'm not mistaken, "Rich Filters" are a entity from a plugin called "Rich Filters for Jira Dashboards" from Qotilabs and you should contact their customer service. They don't mention it in their overview page but it would be cool if they had version control! I'd guess not...

It's possible to save JQL filters into a text file and it's even possible to make a copy of a Dashboard. But you'd have to have done that in advance for this to help you now. 

If you have a backup with the version of JQL and Dashboards that you want, you could, at least in theory, stand up a new server, install the backup and and then see what the old dashboard was. I don't think there is any way to export a dashboard, however, so it's not much better than just recreating it by hand.
