Welcome to the Atlassian community.
Jira doesn't natively have support for tracking test cases.
You can use a standard issue to document test cases, but that doesn't include any special functionality for documenting test steps, results, or grouping into test cycles.
You can get that additional functionality from third party apps that are available on the Atlassian Marketplace
