When I create a new filter the default for the Filter Editors is "Private", I want to change it to be Admins. How can I do that?

You cannot set the default to admins, but you can update it to public.
If you want, you can update the setting in Jira Admin > System > Default user preferences > Default sharing for filters and dashboards.
As you will see there, if you are looking for more granular settings, you will still need to update the filter visibility for each filter separately.

That sets it for Viewers of filters and dashboards not the Editors. I'd like to set the default for the Editors.
