We have multiple project within Jira, however, we want to limit who is able to create Story's within a specific Project, is this possible?

You can update the project permission scheme. You can edit the permission scheme and add roles, groups & individuals under the Create Issues.

Without a third party app the only way to limit creation of specific issue types in a project is to use a Validator in the Create transition. However with that the user would still be able to select the prohibited issue type in the Create dialog. They would not discover the restriction until they tried to save the issue.
Is there a way to do it for just the story issue type? Like if you wanted your developers to be able to write bugs, but not stories?
If you have ScriptRunner installed, you can use Behaviors to show only Epics for developers and show Stories/Tasks/Bugs for the members of specific groups.
