I have set the right format in look and feel but can't see that format in my project.It's still in AM?PM format.

There's no option to convert am/pm format to the standard form.

You need to change the parameter jira.date.time.picker.javascript.format, which updates the date format on the client side. You can try something like %Y-%m-%d %H:%M.
