Can we capture customer location when they are raising tickets by email

I see that there is an option to create an insight/assets customer database where you keep a database of your customers and then add attributes such as location, phone, etc.  Then with automation, you can fetch those object's attributes.

 

But how can I create this database in Jira?

If the tickets are generated in email, probably your only option is to ask the customers about their location.
