I see 5 issues on the summary page, but only the newest 2 on the board.

Are you talking about a JWM project? If so, are you working on company managed project, or a team managed project? Look at the bottom left of your screen.
In addition, are the missing issues old issues?

The missing issues are the oldest issues. The latest 2 issues are showing.
Click on "Issues" and you will see them all. The board displays by default only the recently created/updated issues.
@Alex Koxaras -Relational- That's true; I want the board to show the list of issues. The older issues are more important to get done, but now they aren't visible on the main board.
How do we fix that setting.
