Standard Change Repository (Catalog)

Being more familiar with ServiceNow, never using JIRA or JSM in my past I am curious to know if JSM contains a Standard Change repository or catalog as it is referred to in ServiceNow.  This is a location in the tool which stores information (Templates) for standard changes, and can be used to initiate an RFC for a standard change.  I'd like to know if there is something like that in JSM, Confluence or if there is a module available as a plug in or add on to act in this capacity.

There are templated projects and Confluence page templates pre-built around standard change management practices, but you can of course customize those to fit the needs of your company.

If you want to combine a change quest made through JSM with the kind of collaboration & commenting you can do in Confluence, you might want to take a look at Elements Publish, which is an app that lets you publish Confluence pages with data from Jira, and even update the page if the issue changes. (Btw, I'm with the company behind the app).
