Unfortunately, out of the box this is not possible. You can look into some plugins that can help such as https://marketplace.atlassian.com/apps/1211044/issue-templates-for-jira?tab=overview&hosting=cloud or https://marketplace.atlassian.com/apps/1230344/issue-templates-for-jira-cloud?tab=overview&hosting=cloud.
There may be other plugins that would do it too, so look around.
