What JQL syntax can I use to create a query which returns all Jira issues, under a particular L1 Jira issue, where
- the issue specified in the "Epic Link" is different to the issue specified in the "is Child of" relationship

If the relationship shows up under the Linked Issue section you could use the linkedIssues function.

How was the "is child of" relationship established between the issues? Are you using a portfolio management or roadmapping function to create that relationship? If so, which one?
If you are using such a product there may be addition JQL functions available.
