Can we create a Confluence report that lists what team members/users have access to what areas of Confluence? We have Confluence Cloud, not server.I was unable to find anything about this in The Support Documentation.

Out of the box, unfortunately you can't do that. You have to search the marketplace for an app, or develop you own.
