When I click the "Edit Permissions" button on the top right corner of https://bettercloud.atlassian.net/wiki/admin/permissions/globalpermissions.action, I get an error that says "We’ll be back in a flashWe’ve encountered a small problem, but we should have it sorted out soon."
This persists across browsers.

I understand that you are getting error while editing the global permission. Correct me if my understanding is incorrect.
We required more information to review the issue1) Confluence version.2) Whether it is Confluence Cloud or Datacenter3) Error page screenshot to confirm the way you are editing the permission4) Replicate the issue again and collect the har file.
My suggestion is to raise a ticket to support and share the logs to identify the root cause of the issue.
