how to find when JIRA software was last updated and do we get a mail notification regarding this

All changes for the cloud are posted here https://confluence.atlassian.com/cloud/blog. In addition and in order to receive these updates by mail, you have to go here https://preferences.atlassian.com/ and and check the box for Cloud Release Notes.
