2. What the user sees when he tries to go to the issue.

Yes, i have tried that too in Permission Helper. Upon submit it show me have access. but unable to view it.

In permission level, all i have enabled. Please provide the Solution, it will more appreciate. Thanks

Yes, i have provided all the rights to the user and me, I'm also one of the admin on that project but unable to view the tickets description.
