Please provide details about the type of report you are trying to produce.

You can create a User Group for each department and add users to those groups. You can add a Group Picker custom field to your issues and select any of the User Groups to associate with each issue.

You can generate reports about issues using the value of that field as part of the criteria for selecting the issues in the report.
