Without using any marketplace app, i want a to create a Dash board in JIRA where i can see the EPICs in a Project and also the User stories linked to that epic

When you say "user stories linked to that epic", do you mean the child issues of the epic?
Are there other issues in the project that you would not want included? Are there subtasks, which you would not want to include. Are there other issue types besides User Stories that are linked to the Epics, which you would not want to include?
Is the project a Company Managed project or a Team Managed project? That information will show at the bottom of the navigation panel on the left when you view the project.
There is a native dashboard gadget called Filter Results that will present a list of issues based on a filter that you define.
If you want all Epics in a project and all the child issues of those Epics, then a filter like this should work
project=<your project> and (type=Epic or "Epic Link" is not empty)
