If anybody want to check for the spaces created on confluence cloud with their owner. Is there any possible way to export list of spaces from confluence cloud.

There is no owner concept in confluence spaces. You have only Space Administrators and Created By.
To get list of spaces in your instance, use Space list macro. This will give you list of spaces, but not the admin lists. Also using rest api, you can get list if spaces. But not the admin lists./wiki/api/v2/spaces
