Still the option Initiative is disabled for me. No help text displayed on Hover.

Depending in which project you have defined the issue type Initiative, you probably don't have Browse Projects and/or Create Issues permission.
Are you able to create an Initiative from the blue Create button?
Hi @Dave Mathijs Thank you so much for your help. I was not able to create an Initiative from the blue Create button. I have got this new issue Type added with help of our Jira Global Admin.
