We complete Jira Software Cloud to Cloud Migration. After that the user cannot access the project and there boards. So please help to get this out

Two problems I see here:
I would suggest that you solve the licenses problem first, and then grant the user product access and project membership.
To solve the first problem, go to user management and remove product access from any unwanted user. Once you do that, give product access to that specific user and then give him project membership.

My team is 10 Members bust without Admin They can't access the project. is there any other way to fix this.

What do you mean without "admin" then cant access the project?
