Can I embed an HTML file into Confluence page?

Out of the box no, you can't unfortunately. You must have a 3rd party app like the ones which can be found here https://marketplace.atlassian.com/search?hosting=cloud&product=confluence&query=html

There is a HTML Macro that you can access from the + sign on the menu bar or by typing /html in the page that will allow you to insert an html file in an iFrame on the page.

I apologize, I misspoke! The app we have installed in our instance that allows HTML and iFrame is a Marketplace add-on.
