Hello @Ashokkumar_Lenka ,

Welcome to the Atlassian Community!!

To show the user's to @ mention user in comment or description you need to have a Global Permission to the 'Browse users and groups.

You may please reach out to your Jira Admin to provide you with this permission. or if you enough privilege then follow the below steps.

1. Choose > System.

2. Click Global Permissions.

3. Make sure your user is included in the Users / Groups that have the Browse users and groups permission.
