PDF Uploaded through Rest Attachment but no content

I am uploading the pdf attachment through REST Attachment API. The PDF is getting uploaded however there is no content in that.

Uploaded PDF has correct size. I tried doing base 64 encoding as well but no luck.

Any guidance on this will help.
