Why issue status can't switch to INVESTIGATION from OPEN?

Please check the workflow diagram

is there any link from 【Open】to 【INVESTIGATION】
if link exists , please check , is there any 【Conditions】which could possibly block the transition

Workflow shows "Open" to "INVESTIGATION" need "submit", I also did it, seems didn't work.

Workflow seems correctly configured , could you please check whether you binded the workflow with corresponding issue type as you picture shows.

Sometimes people changed some configure in draft workflow , forget to put it into active.
