Can jira ticket create gcp resources assigned to the ticket?

I read an article that said jira tickets can create GCP
resources while creating a ticket. I can't find any
documentation on this but would like to know more.

Do you mean Google Cloud Platform? I don't think Jira is supported in GCP: https://confluence.atlassian.com/adminjiraserver0713/supported-platforms-964983071.html
