I have two questions about Jira, namely, why can't we add a specific costumer to us? and my second question is, why can't a customer write tickets either?

we did it like 1000 times but we cant do it just for one specific costumer of us in the company.
Does the customer have a valid email address? Have you tried sending an email to that address?
the customer has a valid email address, and i sent the email but it does not work.
