Is there a way to add the status category filter, that displays on the top of the Roadmap view, to the top of the Backlog view?

Not in exactly the same style, but you can achieve the desired functionality. You can add quick filters to your board settings, which will be displayed as filter options at the top of your board. They are available in backlog view as well as on your active sprint or kanban board view.
You will need to set a separate filter for each status category:
(see the last 3 filters in the example above) - they will display on your board like this:
