If I create the project of Jira Software, I can set restrictions for issue ticket like below.
But if I create from Jira Work Management, there are not restrictions. So how can I enable it?

If you can't set the restrictions, it's most probably because you haven't enabled the Issue security in the project.
Please remember, though, that it isn't available on the Free plan, therefore you may need to upgrade your Jira Work Management plan.

If you are trying to set Issue Restrictions for issues in a Team Managed project there are prerequisites. Have you met the prerequisites?
Please note, to set issue restrictions for issues in a next-gen project: You must either be on the Jira Standard or Premium license plans. You are assigned to a role that has the SET_ISSUE_SECURITY permission. Admins and users assigned to the Member role are given this permission by default. Learn more on how to grant permissions to roles in next-gen.

If you still can't set restrictions, I think Trudy's answer actually provides more tips. See the reply above
It doesn't appear the Issue Restriction is a feature that is available for Team Managed Business/Work Management projects. I haven't found the documentation that says that, but when I look at the permissions assigned to the Administrator role for such a project in a Premium subscription, the role does not include the Restrict Issue permission. I do see that permissions in the Administrator role for Team Managed Software projects, though.
