Development tools not publicly visible

Question

Hello, we have integrated the development tools for GitHub since a while. It works very well.

At least if the user is logged in the branch and commit information is shown.

Now we would like to show this information to users who are not logged in. Unfortunately, this seems not to work.

Even changing the permission in the Permission Scheme vor the 'View Development Tools' to Public and Group(users) it doesn't show up for anonymous users.

Is this an issue or can I change the configuration somehow to make it visible?

Application link? I don't know what this means.

I've Installed the App 'GitHub for JIRA' and configured a GitHub Organisation with access to all repositories.

In the configuration of the development tools, I see this

And this is how the view development tool is configured in the permission scheme.

Is the integration based on an application link?

The GitHub repository is public and is readable.

I think the GitHub account is not the problem.

When I use a temporary account for JIRA whose email is not associated with a GitHub account it is working.

The difference is logged in to JIRA and not logged in to JIRA. In one case it is visible and in the other not.
