How can ı download all attachments in the all issues?

You could use an app or backup if you need to export all your attachments in the instance.

As @Piet Pieters points out you can do a full backup and you can get a copy of all the attachments, but you won't know to which project or issues they belonged too.
Alternatively you can use our backup & restore app, to not only secure all your data but also get analytics on attachments i.e. if you are looking for specific attachments in a project or a specific issue, you want to sort by size, type etc..
