Issues not listed for some projects when labels= empty

Question

Hi,

I use a simple filter labels= empty to locate issues across all of my projects.

I have realized that some projects don't show under this query, I don't know why. I'm manager of all of them and they don't seem to have nothing in particular, except that they are perhaps quite new.

If I search using Project="projectname" and labels= empty the issues appear.

Any ideas?

For these projects that only show when using project="projectname", what project types are they? (Team-managed or Company-managed)
