Combine report of sprint available and effort

Want to measure the sprint available hours of a user vs the time efforts of all his tasks/subtasks. In order to estimate the available potential working time consider the tasks/subtasks that a user is assigned. 

In addition, I need to make such a report/dashboard for a group of users.

For instance, the available working sprint time of the dev team consider all the tasks/subtasks that they have.

Jira Software on the Standard plan does not include resource capacity planning, which is what you are asking about.

Capacity planning features are available in the Premium plan with the Advanced Roadmaps feature, or you can look for a third party app that can add that functionality to your Jira instance. Here is a search for the Atlassian Marketplace to help you get started finding such apps:
